cute but inconsistent sizing

I originally bought the size 26. when I received them I noticed they were a little bit loose around the waist and they were extra long so I had to cut them off. they're sort of more like a hipster jeans
anyway, I then went aside to buy the 25 to have more of our tight jean again it's too loose but for some reason I didn't have to cut them off. they were the right length so I'm so confused
